This Corporate Plan Summary focuses on the programme of change to bus and rail services that Translink is engaged in. It summarises the changes that have been achieved to date, explains why further change is needed and outlines the steps that will be taken during the next three years to achieve further change.
The aims of the change programme are to deliver more attractive bus and rail services in Northern Ireland and to achieve passenger growth consistent with the Regional Transportation Strategy (RTS). The NITHC/Translink Corporate Plan sets out a programme of work to deliver change and performance in line with the company’s stated vision, values and strategic objectives.

Reversing the decline in passenger numbers

The number of passengers using bus and rail has declined in recent years. Car usage, conversely, continues to rise as more people gain access to cars and the real costs of motoring continue to fall. Bus priority measures that would enable public transport to compete more fairly and effectively with the car are still relatively limited in congested areas in Northern Ireland.

Translink must optimise the significant funding that has been made available by Government to reposition the railway as an attractive and viable travel option and to meet the growth targets of the Regional Transportation Strategy. To achieve this, all aspects of service must be transformed to attract greater passenger numbers.

This Corporate Plan also aims to reverse the recent temporary decline of passenger numbers on the Enterprise cross-border rail service. The decline is largely due to service disruptions and a necessary programme of weekend closures to accommodate engineering works to both the N I Railways and Irish Rail infrastructure.

Longer term, Translink is committed to securing the necessary investment to continue the development of the entire rail network and to attract greater passenger numbers.

A fundamental change programme is needed for the bus business to reverse the long term decline in patronage. Translink cannot deliver this change in isolation;

Assistance is required in three areas:
• Partnership Initiatives and Quality Bus Corridors
• Network Reform
• A Supportive Regulatory Environment.

With support in these three areas for the bus business and the continued professional management of the railway business, progress towards the delivery of the RTS will be possible. The investment package that is now in place for public transport in Northern Ireland over the next three years is welcome and very positive. The challenge is to maximise the contribution from that investment through professional management and coordinated and accelerated activity from Government and key partners.

Translink is committed to effecting positive change to bus and rail services in order to achieve the Corporate Vision and meet the objectives of the Regional Transportation Strategy.
