4. Plan Context

4.1 Regional Transportation Strategy (RTS) 2002-2012 & Belfast Metropolitan Transport Plan (BMTP) 2005-2015 Targets

The activities planned for 2008/9 and beyond are devised with achievement of the RTS and BMTP in mind. Through strong investment from the DRD and a programme of customer focused change and quality enhancement NITHC / Translink, a transformation of the bus networks throughout NI have resulted in the delivery of the RTS targets.

Significant progress has also already been made in re-invigorating the rail network. This not only helps to achieve the RTS vision but also the NITHC / Translink group vision.

Progress towards the targets set in the BMTP is not so well advanced, all parties need to re-commit to the principle of priority for bus passengers entering Belfast and the delivery of appropriate park and ride.

4.2 VISION

“To provide a transformed network of co-ordinated bus and rail services which attracts a growing number of passengers, enjoys public confidence and is recognised for its quality and innovation”.

4.3 CORE PROGRAMMES

To deliver these visions, the activities are divided into three programmes; the action plans for 2008/09 are outlined in sections 5 - 7

  • Commercial

4.4 REFORM OF PUBLIC TRANSPORT REGULATION

During 2006, the Minister announced an intention for the reform of public transport including the intention to establish a passenger transport authority (PTA) with powers to design and secure public transport services. 

The Group will work with DRD to deliver the reforms in ways that are value for money, continue to improve public transport and do not risk the increases in passenger numbers currently being achieved, make the best use of existing integration, assets and structures and minimise disruption to customers and potential customers.

However, any change to the structure and regulation of public transport in Northern Ireland represent an uncertainty on the full delivery of this plan. This plan assumes no change to structures.
