N I Railways Strategic Review

Background
- The ‘Railway Review Group’. was established by the Minister to input to Ministerial considerations relating to the short to medium term future of the non core network, as set out in the interim report on the Future of the Railway network in Northern Ireland by the Railways Task Force in September 2000. The input is mainly in the form of estimates consistent with different usage options. Translink has provided a positive contribution to the work of this group.
- As an integral part of this input, Translink want to present a long term vision and strategy to guide the development of N I Railways in order to meet the Regional Transportation Strategy for NI 2002 -2012 targets for passenger growth. (60% growth in NIR local rail patronage by 2012)
- Translink commissioned Booz Allen Hamilton*(BAH) to help develop this vision and evaluate the economic and social costs and benefits.
- This work will also enable Translink to submit investment proposals to the 2004 Government Spending Review.
*Booz Allen Hamilton is a global leader in strategy and technology consulting and provides services to major international corporations and government clients around the world. A recent example of their work was undertaken in the Republic of Ireland, the results of which led to the current railway investment strategy.
NITHC/Translink Position
- The NITHC Board considers the BAH study as a robust and credible piece of work and it accepts the findings of the study. If implemented in full, these would provide positive economic and social benefits to Northern Ireland and meet RTS growth targets within the set timescales. The RTS has been acknowledged as potentially one of the most significant steps forward in the provision of public transport in Northern Ireland.
- NITHC/Translink endorses the ‘Expanded Offering’ option contained in the study including the retention and investment in the rail lines north of Ballymena and Whitehead. This preference is essentially our vision for the future for N I Railways. It is also consistent with RTS/RSTN funding plans.
- NITHC/Translink strongly suggests the ‘Expanded Offering’ option should receive positive consideration by government.
- NITHC/Translink recognises there are competing claims for public investment, and we are committed to continuing to work with Government to explore how an affordable vision for the N I Railways network can be realised.
- NITHC/Translink will work to demonstrate the benefits that can be realised from investing in and delivering a modern, high quality railway network for the wider Northern Ireland community. We are committed to working in partnership with the community to deliver this vision.
- NITHC/Translink welcomes the finding that NI Railways compares well against a number of its peer rail operators in terms of performance indicators but also acknowledges that implementation of a wide range of supporting practices and management initiatives will be necessary to deliver the full benefits of forthcoming investment.
